alive and communicating with investigators but most of the new information is about his brother, tamerlan tsarnaev's life in the united states and his travels abroad. >> his body is dill in the custody of the medical examiner waiting to be claimed by a family member. question are learning more of his life. a spokesman for the state office of health and human services is confirming reports that the 26-year-old his wife and their child were receiving welfare benefits from the state up until last year. that is when they became ineligible based on income. tamerlan was a stay at home dad and his wife worked 70 to eight hours a week and the lawyer is distancing her from the bombings. >> the involvement by her husband and brother-in-law came as an absolute shock to her. >> some federal agencies are shocked. the f.b.i. did not know about tamerlan's trip to russia last year. federal officials say he was not on a terrorism watch list at the time, but from belgium this morning, secretary of state john

labor day? >> caltran told me a few minutes ago that the new span of the ban bridge will open on labor day weekend but they also say meeting the deadline is very close because they still have the issue of the broken bolts and how to fix it has not yet been decided. members of the bay area toll authority are getting that update this morning. in early march you may remember 32 of 96 steel anchor rods broke at the bottom of their casings when they were tightened. evening nears now have two possible fixes to reinforce the bolts, both expensive and lengthy. a retired beck engineer is blasting them for not casting the bolts ahead of time. >> to install this, we do not install something and walk arm. part of the process, you install, you go back and check and recheck and that happened

youtube the he was slot before 10:30 last night at 13th and broadway. the shooting forced the evacuation and closing of the 12th street bart station while officers searched for the gunman. no luck. there is a $10,000 reward for information leading to an arrest. >> new this morning, the union is speaking out about reports that some san francisco firefighters are earning more than $100,000 a year in overtime. it could be lucrative but is it safe for firefighters and citizens? the union is concerned. when you see the numbers your jaw may drop but it is not as bad as it seems. the latest salary figures from the san francisco fire department, a lieutenant made $221,000 in overtime bringing the salary to $363,000. a paramedic made $191,000 in

overtime, and 337,000 for the year, the kind of numbers that make taxpayers do a double take. >> amazing! that is amazing, never heard of anything like that at all, that is pretty damn good. >> the fire department says it is not as bad as it looks. >> it is some what the norm but it is not a shock factor because it is, it is money that is budgeted. >> fire department officials say during the lean years the city didn't have the money to hire as many firefighter as they needed but the shifts need to be worked and overtime is cheaper than paying benefits. they are grateful for the few people who step up and offer to cover those hours. >> it coughs the department less for people to volunteer to work overtime hours than for us to mandatory people to work overtime. >> the union, though, is worried. >> our concern is it is not

sustainable, it is overtaxing the individuals who are working the overtime, they are making money, but they are working multiple days, 24 hour shifts. >> the fire department agrees saying although overtime saves them the cost of benefits, even this is a bit much. they will start hiring again soon. >> the mayor has committed to a class a year for five years. >> the union things the city can do better. >> i would like to see it worked faster. >> while they work it out some taxpayers see beyond the six-figure overtime pay. >> it is saving life and providing the community, i'm up for it. >> you will see the fire department at the board of supervisors no four million more dollars to cover overtime. they is run out of money and the overtime budget, too, but the spokesman says that is money should already be budgeted and it is moving it from one pot to another.

in the previous days and it houses several garment factories and authorities say many people may still be trapped in the rubble, and so far, 600 people have been rescued. >> high school freshman is suspected and her math teacher on leave after a wild fight broke out in a classroom. >> that is 15-year-old on the left wearing a blue blouse and the fight was cause on cell phone video. according to martinez it was over makeup, the teacher took it away so she called her mom to demand the teach are gave it back and things escalated. >> she pushed me and started going out, like, right after she pushed me. she started hitting me. >> what did you do in reaction? >> hit her back. >> martinez was arrested by school district police for assault and will find out tomorrow whether she will be expelled. the district spokesman says that the teacher has a black eye and is now on paid leave pending an investigation.

>> this is probably no surprise but we have some of the worst traffic in the nation in the bay area and the study by traffic information firm found that los angeles had the worst traffic in the nation in 2012, and honolulu was number two followed by san francisco where drivers waste an average of 49 hours a year sitting in traffic. san jose came in 7th place and drivers spending 31 hours in traffic and overall traffic is up 4 percent so far in 2013 suggesting that the economy is on the rise and sometimes you feel like you spend all that time in traffic in one day. >> i did that this morning trying to get to work. i can relate. >> mike nicco has a changing forecast. >> i bet you saw the low clouds on the golden gate bridge and the cool weather and the marine layer, temperatures are about 7 to 14 degrees cooler than yesterday, and look at this picture from emeryville toward the cloud deck that is hanging along the coast, i will show you how much cooler it will get before a weekend warming trend. >> mike, thanks.

the win coming from the southwest at half moon bay headed across the golden gate bridge and fanning out into the bay and even into the central valley so that is why we are going to be significantly cooler today than yesterday. remember a couple of days ago we had a 20-degree spread between ocean beach and downtown and now everyone in san francisco, low-to-mid 50's. we will see a little more sunshine over the financial district than ocean beach. ocean beach, though, stuck in the 50's the better part of the day with the east bay valley the last to see the cooler weather you get the big drop tomorrow and you in the low-to-mid 70's and everyone else in the 50's and 60's still. if you are headed out right now temperatures are running anywhere from three degrees cooler in livermore to 20 in napa and 19 in santa rosa and 14 cooler in novato and san francisco. the 50's and 60's are where we should be for this time of the year but a lot cooler than we were yesterday. a beautiful picture of downtown

san jose where it is 67 degrees and sunshine and we will all have sunshine this afternoon but the coat will be cloudy tonight and tomorrow and that is why tomorrow will be the coolest day in the forecast and then we have a warming trend for the weekend. you can see the clouds are back as we look to the south from mount tamalpais this morning. concord and fremont have a seven degree drop but san francisco is 62, cooler-than-average and 11 degrees cooler than yesterday and santa rosa is 72, a 14-degree drop. low-to-mid 70's today in the santa clara reality is with 73 in san jose, so six more degrees of warming and mid-60's in millbrae to low 70's headed to palo alto and mountain view. clouds at the coast and upper 50's for you, and 62 in downtown to 67 in south san francisco, and it gets to 66 in sausalito and petaluma has a breeze coming law and 68 but everyone else in the valleys is in the low-to-mid 70's, we will have upper 60's for most of the east bay shoreline but hayward and
